Debris Netting, Scaffold Sheeting or Shrink Wrap? How to Choose the Right Scaffold Cover in 2026

Short answer

Debris netting contains falling material and dust while letting air and light through. Scaffold sheeting adds weather protection but blocks airflow. Shrink wrap is heat sealed into a drum tight skin and is the only one of the three that behaves like a proper enclosure. Indicative supplied and fitted rates in the South East run from roughly £1.50 to £3 per square metre for debris netting, £3 to £6 for sheeting and £6 to £9 for shrink wrap.

The important part is the bit most people miss. The cover is cheap. The scaffold underneath it is not. Cladding a scaffold changes its wind loading, which changes the tie pattern, which changes the design. Decide what you are covering the scaffold with before it goes up, not after.

What are the three options, in plain terms?

Debris netting is a knitted polyethylene mesh cable tied to the outside of the scaffold. Air passes straight through it. It catches mortar droppings, offcuts, dropped tools and a useful share of airborne dust. It is not waterproof and it is not windproof.

Scaffold sheeting is a reinforced polyethylene sheet, usually a Monarflex type product, hung in overlapping drops and tied off at every eyelet. It keeps rain and most dust out. Because it is effectively solid, it catches wind like a sail.

Shrink wrap is a heavy gauge film pulled over the frame and heat shrunk with a gas torch until it is taut and continuous, then welded at the seams. It does not flap, it does not have gaps at every overlap and it can be cut for doors and windows and re patched. It is the closest thing to a temporary building.

The mistake that costs money: cladding a scaffold that was not designed for it

This is the single most common thing we are called out to fix.

Most standard access scaffolds in the UK are put up to a NASC TG20:21 compliance sheet. That sheet is generated for one specific set of conditions, and cladding is one of them. You tell the eGuide up front whether the scaffold will be unclad, debris netted or fully sheeted, and it gives you a permissible height and tie duty for that condition. A compliance sheet issued for an unclad scaffold says on its face that the scaffold may not be clad with sheeting or debris netting.

So when a client decides in week three that they want the scaffold wrapped, the paperwork the scaffold was built to no longer describes the structure standing on site. At that point the scaffold either needs re ticketing against a compliance sheet for the clad condition, which usually means more ties and often structural transoms, or it needs a bespoke design.

Three practical consequences:

  1. Tell your scaffolder at survey stage. A netted or sheeted scaffold designed from the outset costs a little more in ties and takes a little longer to erect. Retrofitting the same thing means a return visit, extra tie drilling, sometimes a reduction in permitted height, and a new handover certificate.
  2. Never let another trade add netting or sheeting themselves. It happens constantly. A roofer buys a roll of netting to stop mortar landing on the neighbour’s car and quietly changes the wind loading on a structure they did not design.
  3. Check the tag. The scaffold tag and handover certificate should reflect the clad condition. If the tag says unclad and the scaffold is wrapped, something has gone wrong.

Is debris netting a safety net?

No, and this is worth being blunt about because the terms get used interchangeably online.

Debris netting is a containment product. It is designed to stop material falling off the scaffold. It is not rated to arrest the fall of a person.

Fall arrest safety nets are a different product entirely, manufactured and tested to BS EN 1263-1 and rigged to BS EN 1263-2 by specialist net riggers, with their own handover certification and fall height limits. A debris net will not stop a person, and treating it as edge protection is a serious misreading of the Work at Height Regulations 2005.

Debris netting reduces the consequences of dropped objects for people below. Guard rails, toe boards, brick guards and, where appropriate, properly rigged safety nets protect the people on the scaffold. They are not alternatives to each other.

What about fire? The certification most people never ask for

If the site operates under the Joint Code of Practice on the Protection from Fire of Construction Sites and Buildings Undergoing Renovation (10th edition, incorporating Amendment 1 of January 2023 and Amendment 2 of May 2025), temporary protective coverings are expected to hold LPCB approval, typically to Loss Prevention Standard LPS 1207 or LPS 1215. Why it matters commercially: the Joint Code is written into a great many construction insurance policies for refurbishment work. Non certified sheeting on a Joint Code site is not a technicality, it is a live insurance exposure, and it is the sort of thing a loss adjuster looks for after a fire.

What to do about it: ask your scaffolding contractor for the LPCB certificate number for the specific product being installed, and keep it with the site file. A supplier saying the material is “flame retardant” is not the same as an LPCB approval that is independently audited. On domestic work the Joint Code will usually not apply, but hot works next to a plastic enclosure are still hot works, so agree a permit system either way.

Which one do you actually need?

Choose debris netting when the job is short, the work is dusty or drops material, and nobody needs the inside kept dry. Brick and block work, repointing, roof strips, soffit and fascia replacement, external repairs on an occupied street. It is also the sensible default where a neighbour or a public footpath sits directly below the working lift.

Choose scaffold sheeting when you need the work face reasonably dry and the programme runs through a British autumn or winter. Rendering, external wall insulation, painting and decorating, roof works where the covering needs to stay usable for weeks. Accept that overlaps leak a little and that sheeting needs checking after every named storm.

Choose shrink wrap when any of the following are true: the programme runs for months, the building is heritage or listed and you want a clean unbroken finish, dust or lead paint containment is a genuine issue, the building is occupied, or the enclosure needs to hold a controlled internal environment for coatings or drying. It also wins on appearance, which matters on a high street or a residential development where the enclosure is the public face of the job for six months.

Why wind exposure changes the answer in Kent and coastal Essex

Cladding a scaffold turns an open lattice of tubes into something closer to a solid wall. Under BS EN 12811-1 the wind force on a scaffold is a function of the projected area and a force coefficient, so as the solidity of the face goes up, the horizontal load on the ties goes up with it. Sheeting a face is not a small adjustment to that sum.

Now add site exposure. A sheltered inner terrace in Chatham and an exposed clifftop property at Broadstairs are not the same wind case, and the design will not be the same either. On the Thanet coast and along the north Kent shoreline we routinely see sheeted jobs need a materially heavier tie pattern than the equivalent scaffold two miles inland. It is one of the reasons a quote from a contractor who knows the local exposure tends to hold up better than one priced off a plan.

Two things follow from that. First, on exposed sites, netting is often the pragmatic choice even when sheeting would be nicer, because the structure needed to carry full sheeting is disproportionately expensive. Second, if you are sheeting an exposed elevation, budget for a storm inspection regime. Sheeting that has torn free is both a hazard and an unplanned wind load in the wrong direction.

What to ask for in a quote

A covering quote that is worth comparing will show you all of the following:

  • Whether the scaffold is priced clad or unclad, and which cladding condition the compliance sheet or design covers
  • The tie duty and whether additional ties or structural transoms are included
  • The product name and its LPCB approval number, where the Joint Code applies
  • The rate for the covering, separately from the scaffold hire rate
  • Who is responsible for inspecting and re fixing the covering after high winds, and at whose cost
  • What happens to the covering at dismantle, including whether the film is recycled

If a quote gives you one all in figure with no split between structure and covering, ask for the breakdown. It is the only way to see whether a cheap headline price has quietly assumed you will not be cladding.

How much does debris netting cost per square metre?

As an indicative guide for the South East in 2026, debris netting supplied and fitted to a scaffold designed to carry it runs at roughly £1.50 to £3 per square metre. The netting material itself is a fraction of that. Most of the cost of a clad scaffold sits in the additional ties and design, not in the fabric.

Does debris netting stop rain?

No. Debris netting is an open mesh and water passes straight through it. If you need the work face kept dry you need scaffold sheeting or shrink wrap, and if you need an open roof kept dry you need a temporary roof.

Can you add debris netting to a scaffold that is already up?

Only if the scaffold was designed and ticketed for the clad condition, or a scaffold designer re assesses it. A TG20:21 compliance sheet issued for an unclad scaffold explicitly excludes cladding. Adding netting or sheeting to that scaffold without a reassessment leaves the structure outside the paperwork it was signed off against.

Is shrink wrap better than scaffold sheeting?

For long programmes, dust containment, heritage work and appearance, yes. Shrink wrap is continuous, does not flap and does not leak at overlaps. For a short domestic job it is usually more enclosure than the work requires, and sheeting is the more proportionate spend.

Does scaffold sheeting need to be fire retardant?

On sites operating under the Joint Code of Practice, temporary protective coverings are expected to carry LPCB approval to LPS 1207 or LPS 1215. Ask for the certificate number rather than accepting a general claim that a product is flame retardant.

Is debris netting the same as safety netting?

No. Debris netting contains falling material. Fall arrest safety nets are a separate product manufactured to BS EN 1263-1 and installed by specialist riggers. One cannot be substituted for the other.

Who is responsible for the covering in high winds?

That depends on your contract, which is exactly why it should be written down. On our own contracts we hold responsibility for the integrity of the scaffold and any covering we installed, and we inspect after named storms. Confirm this in writing with whoever you appoint.
